Does it matter if you add too much water when boiling potatoes or pasta?

Is it important to limit the amount of water when boiling potatoes or pasta? Personally, I believe you can use any amount of water, as long as there’s enough to cover the food and you adjust the salt accordingly.

However, my significant other insists that for potatoes, you should only fill the pot with water until it’s an inch above the potatoes, and that using more than that is incorrect. What do you think?
